ZB (Zone Bebas) Declaration

ZB1 and ZB2
ZB 1 - for taking the container into free zone after container discharges in the port
ZB 2 - for loading the container onto the vessel which means out from the free zone

ZB 1 and ZB 2 are declared by the forwarding agent. ZB 1 and ZB 2 take place because:
1) Save on duty on dutiable products due to container does not truck out from port
2) First box owner (liner) does not offer service to the destination country
Hassles of declaring ZB 1 and ZB2 (comparing with ZB3):
1) Need to change container
2) Forwarding agent has to declare the custom forms
3) 2 BLs needed - one is issued at the loading port, and another is at the final discharging port
- first BL indicates the shipper at loading port and the consignee at transhipment port while second BL indicates the shipper at transhipment port and the consignee in final destination's port.

ZB3
ZB3 - for transhipment purpose, for exporting container to destination country

ZB3 is declared by the box owner (liner). It take place if:
1) Box owner (liner) offers service to the destination port
Benefits of ZB3:
1) Only one ZB needed to be declared for transhipment purpose
2) One BL shows loading port's shipper and consignee at the final destination
3) No need to change container but using the same container all the time
