ZB (Zone Bebas) Declaration
ZB1 and ZB2
ZB 1 - for taking the container into free zone after container discharges in the port
ZB 2 - for loading the container onto the vessel which means out from the free zone
ZB 1 and ZB 2 are declared by the forwarding agent. ZB 1 and ZB 2 take place because:
1) Save on duty on dutiable products due to container does not truck out from port
2) First box owner (liner) does not offer service to the destination country
Hassles of declaring ZB 1 and ZB2 (comparing with ZB3):
1) Need to change container
2) Forwarding agent has to declare the custom forms
3) 2 BLs needed - one is issued at the loading port, and another is at the final discharging port
ZB3
ZB3 - for transhipment purpose, for exporting container to destination country
ZB3 is declared by the box owner (liner). It take place if:
1) Box owner (liner) offers service to the destination port
Benefits of ZB3:
1) Only one ZB needed to be declared for transhipment purpose
2) One BL shows loading port's shipper and consignee at the final destination
3) No need to change container but using the same container all the time

What should you do if the actual container number was different from the container number that the port advised?
From the liner point of view, you need to go physically into the port to check the actual container number that has discharged in the port.
Secondly, you could also email to the port Yard Planning Department to ask for checking physically on the actual container number. (Normally liner will receive the Shor/Over landed Container by Vessel Planning Department). For example Vessel Planning Department advised actual container number is CAXU6666661 (Overlanded) instead of CAXU6666662 (Shortlanded). Therefore you need to find out the actual container number physically.
Emails for Yard Planning Department (Westport) : vvarma@westports.com.my, yardplanning@westports.com.my
Email for CTCS (Container Terminal Control System) Planning Department (Container Planning & Operation) – ctcs@westports.com.my
For actual situation, I may find out at my gmail with the subject of “Shortlanded and Overlanded Container".

What is container short-landed and over-landed?
http://www.cnsonline.net/newsletter.asp?ID=50&issue=01/03/2005
From the website:
If a container does not actually arrive on the vessel it has been manifested for it is described as ‘shortlanded’.
If the box is still to arrive, but at a later date, the shortlanded record can be left as it is. When the box arrives on the new vessel it is described as ‘overlanded’.
Overlanded – When a container is suppose to be exported to Shanghai but the container overlanded in Chiwan.
Overlanded – If the container number is wrong, the discharging port will claim that the wrong container as shortlanded while the correct one is overlanded since it is not declared in the container list.

How to freeze (hold) and unfreeze a container?
From the shipping agent point of view, how could youcontainer when the Deliver Order (DO) or E-DO already released to the forwarding or consignee?
In this case, as long as the container still in the port even the gate pass already collected, you still can liaise with the port to freeze the container.
Just email to Northport Control Department Tel : 03-31698609
email addresses: apsexec@northport.com.my, rizal@northport.com.my, amrul@northport.com.my, linda@northport.com.my
Is the samething for unfreezing the the frozon container, just email to port control department to unfreeze it.
Note: Northport is using the term "Terminal Hold" for freezing a container.
When the container is frozen, it will show terminal hold - Yes
When the container is frozen, it will show terminal hold - No

What is logistics?
Logistics is the science of planning. In simple terms, logistics means having the right thing, at the right place, at the right time.
Council of Logistics Management defines logistics as the process of planning, implementing, and controlling the efficient, effective flow and storage of goods, services, and related information from point of origin to point of consumption for the purpose of conforming to customer requirements.
